The 30% discount is offered in exchange for a review, so yes, you do need to review the buyout assignment.

The discount is an incentive for reviews. This allows us reviewers to buy items we want to review after our free assignment at a cheaper cost throughout the month. Without offering this good of a discount, EF would lose some of the volume of reviews.
