If by "massager" you mean the Aneros-type then I'd say that's a more advanced toy because there's a learning curve there. Vibrators definitely give a quick kick, but my favorite in general are toys that you can move by hand to get in just the right spot and wiggle just how you want them. There are some that have vibes in them, and some that don't.
If you do get a vibe I find that the "rumblier" vibes feel better than the "buzzy" vibes. They seem to penetrate better somehow.

I think it depends on if it's just you or with a partner. Vibrator when you're by yourself and a massager with a partner.
