Mr Softee was my first. Its rubber and has a strong smell, but otherwise I think it makes a good first dildo. Its soft and inexpensive. You can get a feel for whether that's the size you like without spending much.
If you start with silicone, you could end up spending all that you budgeted for this only to find that its not the size you want or its too hard or too textured, etc.
But we do need to know more about what size you were thinking of to give you a better recommendation.

Maybe the Mistress by Vixen Creations would be a good choice. It's silicone and the size isn't too big or too small.
