You can get a new one whenever you want! On the other hand a good toy should last years! Most of the luxury toys (like Jopen and Lelo) come with a 1 year replacement warrantee, and if there's any problem before 10 years you can replace it for 50%

That depends on the material, something like jelly shouldn't be used that long because it is very porous. But I get new things when I see something I like and am able to get it! Have as many as you want and keep them as long as they work, just take care with the weaker materials like the jelly.
