I don't exactly know what you mean... The difference is one is a panty style and one just straps over your thighs and waist. Have you not seen that kind for sale on EF? The crotch of the panty on the Sasha Harness just has a hole for the dildo whereas a strap on just straps onto your body... Here is a photo of a strap-on, non-panty style:
Do you see how that one is just straps? The butt is pretty much out.
It would just depend on what you want. Neither are that much different while in use. It's more about looks. For me, it does not affect how it works -- whether it's a panty or just regular strap-on.
So, if you can't decide -- just narrow it down by asking yourself if you'd prefer wearing the panty one or not. I personally like one that comes with a dildo.

I don't need a harness for anything. But even I like the look of panty harnesses better.
Easier to get on and off. Can be washed with your regular laundry, worn under regular clothes.

I'm sure she's seen classic harnesses before... I think she's asking what the differences are between them and panty styles.
I have only tried traditional strap-ons. I would like to try the panty styles though. For a beginner I would recommend a traditional one though I think. Try one like this. I like this harness compatible dildo.

My wife likes the RodeoH. She was reluctant to try pegging - but the panty style got her past the phobia. It doesn't do as well with larger dildos - so I imagine we'll be trying a leather harness sometime soon.
