A nice corset/bustier would be nice, but it may be hard because of sizing issues.

if she is worried about small boobs, a corset or bustier may work best.
is she a little more casual? does she not want to do the whole garter thing? camisole.
and if you want something that is covering and sensual but needs to be taken off......try a teddy

I'm a fan of the classic matching bra and panties, but I must admit that coresets and bustiers are gorgeous too. I really love camisoles in a pretty close third place.
