I have a disability and sometimes have trouble getting good hard ons, sometimes not at all. Will I still be able to use the Cobra Libre?

From my experiences, maybe. It works better with an erection. It can on occasion help if you are already starting to get an erection. If you are looking for something to make a flaccid penis erect, sorry no.
That is of course solely my opinion.
btw, neither will the Octopus.
Both are toys more for semi to rigid members. Both basically just shake you up.
Try a simple vibe on your glands. It it starts raising then the use of a vibe then the CLibre afterwards may help you.
Again, I am not a urologist and this is just my 2 bits.
