Aren't all toy cleaners anti-bacterial?

I imagine that most are, but it might also be how like regular soap isn't always specifically anti-bacterial. I don't know the ins and outs of how soap is manufactured, though, so I'm not the best person to ask.

All soap (and likely all sex cleaners) will help to physically remove most bacteria. In most cases this is all you need for health. Antibacterial compounds don't work well on a porous toy because there can be enough organic material in the pores to block or neutralize tha antibacterial chemical, and for them to work you need to follow all directions for wait time. Since people can be or become sensitive to many of them and other heath effects are not well known I strongly advise that you not worry about whether something is antibacterial or not. Get nonporous toys, wash with soap, and if you need more assurance sanitize with 10% bleach or boil it. Otherwise use condoms.
