The only ones I've been able to use are Lelo's Mini Luna Beads. Every single other kegel ball has been way too large for me. When they're too large, they don't cause me to work my muscles and are just pointless... and painful! The Bedroom Kandi set did fit me, but didn't give me a workout at all.
I'd say it depends on your preferences. Can you use a regular sized kegel ball and do you prefer the two balls or just one. Also, it'd help to know more about your price range since you said you are on a budget. There's the Smartball(s), but the Smartball Uno is smaller than the Duo and Uno was way too big for me, so you should take the sizes into consideration too.
It's hard to find any kegel balls that aren't pretty expensive, but if you can handle the size of the Smartball, I'd recommend it. It's probably the cheapest you can get for great quality. I've tried the glass ones and those little Ben Wa balls and they do absolutely nothing for my muscles. I'd definitely consider a Smartball. I think you can get the Uno for less than $30.
