It depends on the ring. If it's shaft only, you measure the circumference of the erect penis at the base (around the penis). If it's shaft+balls, you do the same thing, but you can include the balls.
What you can do is take a string and place that around the area to measure with no overlapping. Cut the strong and then measure it on a ruler or measuring tape. You can compare this size with the "maximum stretch" and "minimum" for the cock ring to decide if it will fit.
