I wad able to get this in my cart without already having $70 racked up, and it listed it as free. If I don't rack up the $70, will it be billed to me?

It says this-
You have 1 promotion(s) with combined subtotal requirement of $70.00+. Add $70.00 to your order or remove some promotions.
