now i use silicone or glass only and never have to worry about using a condom unless i'm sharing the toy with a partner and/or switching between anal and vaginal penetration with the toy.
my advice is to not use a jelly toy.

I just avoid materials I don't trust. If I feel I may have to use a condom, I'm not going to bother with it.

I have used condoms on toys that weren't jelly, and the one jelly toy with a shaft that I have that I can think of off the top of my head. I do it mostly for cleaning purposes although there was one that had some serious color transfer issues going on and I most certainly did not want that going on inside of me.

I do use condoms sometimes because it is a lot easier to clean the vibrator afterwards...just make sure your material is compatible with your condom lube!

I never use condoms on anything! I hate them and for me, it's just another expense that I don't need.
But with saying that, I'm not sensitive to infections at all.

Only on toys that are not from safe materials, like silicone, glass or stainless steel. I don't use condoms with those materials, but in the past when I had lower grade materials I did use condoms with them.

I don't use condoms on my toys, but I only have (at the moment) silicone, glass and hard plastic toys. No jelly (anymore!). I also didn't use condoms on my first vibrator (jelly), but that was because I didn't know any better.

If I'm going anal or have a toy made out of questionable materials (ei: jelly or anything else NON-silicone), I put a condom on it, if it fits. This goes for a few of my dildos and vibrators. Sometimes it makes the sensations better, especially if I used one that is ribbed. Being easier for clean up during the after glow is a plus.

I don't use condoms on toys unless I want to switch from anal to vaginal in the same session. I would use a condom if I had a jelly toy though - I have sensitive skin and it reacts badly to unsafe materials. Also Jelly is porous and difficult to clean, so using a condom helps keep it from absorbing bacteria. In general I avoid buying Jelly toys because of safety concerns.

I do if I'm feeling lazy and don't want to bother cleaning a toy. Highly textured ones or ones with lots of nooks and crannies, especially.
Before I realized there was a difference between a quality toy and the cheapest on the shelf, I'd use them on toys that were...uncomfortable to use. Eek!
