Can someone PLEASE tell me how I can clean this toy without taking the batteries out that is safe way to clean?

This toy wipe or spray and wipe it off. Its not enough spray to get any water in so either way both are great options.

is it OK to put mild soap and water on a tissue or wet paper towel and then clean it that way if I don't have toy cleaner or baby wipes?

That should be okay, just don't soak the area the two pieces come together or the button area!

This toy is fairly splash proof. It is safe if you use a washcloth that is saturated with warm water and soap or toy cleaner spray and a wipe.
