I like plastic that has a velvet texture and matte finish. Smooth shiny plastic doesn't look as nice, and seems like it would be harder to hang on to when things got slippery. Not to mention that if lube is needed, it seems the matte finish would hold the lube better.

Thoughts? Pros and cons? Preferences?

The slick plastic can slip out of your grasp (if you get too much lubricant on it) more so than the PU coated plastic. I really prefer the PU coated, but when it comes down to it, I choose power over texture. Two of my favorites are the Salsa and Tango and they are the hard, slick plastic. It'd be great if we had a choice of texture with it.

This exactly! While I prefer PU Cote in general, I LOVE the Salsa and think that there are some other shiny plastic toys that are nice as well.
