In order to lighten hair, you have to bleach it. Bleaching can be combined with the dyeing process - which seems to be the case here.
It's impossible to get a vibrant colour otherwise, since dye is transparent and would only stain the hair otherwise.
It's as safe as any other dye, I'm sure, though.

i'm dyeing it right now! sitting here nakey at the computer with a drink in hand, and bleaching solution on my downstairs... simultaneously dyeing my hair a dark brown. it's been blonde, black, and natural brown in the past 2 weeks.
anywho, me, this drink, and my betty are going to be hot pink when this is all over. wish me luck!

I've thought about this many times, but I'm too concerned about chemical burns/irritation on sensitive skin to give it a go. I'd also love to try it on my pit hair. Maybe someday.

I know a lot of folks who've dyed their pubes with political motivations, basically to make a statement about body hair standards. I don't know if that's necessary (why does pubic hair have to be political??) but I can get behind dyeing it for style!

I only have a little (liiiiittle!) landing strip, so I don't think I'd really bother dyeing it, and it'd be just another thing to add to my list what with the dye upkeep with my head hair! But it's an awesome idea and I think it's rad! I'd definitely do it if I felt like I had the time/energy for it. I'd love my pubes to match my hair
