I don't think 13 is a lot by any means; I've had far more partners than your friend and I'm younger than her.
For the record, I've had roughly about 20 ish partners or so (I know it's more, but I've lost count so i don't know). The whole numbers thing seems like a shallow and vapid way to recount sexual experiences, at least to me.
