Looks, so long as it's sturdy too.
I tend to pick things that I find pleasing to the eye unless the item I'm looking at has bad reviews.

Looks. I work with customers and clients daily. I need something discreet but still meaningful.

Looks and comfort for me, though I also like it to have meaning. I know with my permanent collar I have always wanted something handmade. Something a little more special then my play collar.

Looks and function, but mostly looks. My favorite collar is actually a spiked dog collar from petsmart.

I got mine from Etsy, and its awesome. Discreet, I can wear it at all times becuase it looks like a necklace. Requires a tool to remove it.
