Depends on what you mean by "upside down". Are you suspending them by their ankles? Then not long, comfortably. Are you just tying them up to a couch with their head hanging upside down? Then a lot longer. Depending on what you're doing, I'd say about five minutes to a half an hour.

It depends on the person. I know some people that find being upside down relaxing, while I get hot and dizzy simply hanging my head over the side of a bed for only a couple minutes.
