Packers are used to create a bulge in one's pants similar to that of a flaccid cock. They are used for many different reasons.
FTMs often use them to help achieve an image that is more in line with their gender identity. Drag kings might use them to complete a costume, and often go for something that is more pronounced and obvious than what would be considered "realistic". Some folks pack cuz it's just plain fun, from butch dykes to girly girls.
Personally, I used to only pack whenever I wore dress pants. All my pants are from the men's section, never saw the need to "fill them out" until I got dress pants. Something about how they are thinner and made of wool, there would always be this weird tenting effect in the crotch whenever I sat down. Not like a pop tent, like a long flat crease. This would not do, I figured there has to be something in there to add some weight and get them to sit correctly. And thus my packing adventures began.
It wasn't until I was packing at a upscale play party that I realized how much fun having external genitalia could be. The woman I was with brushed up against me and I could tell by the look on her face (a nice mixture of confusion and curiousity) that she had figured it out. Later on in the evening, as she groped me under the table, I decided to pack way more often. It's great for inadvertent fondling, and even better for grinding on the dance floor.

I'm ftm and I use it to help me appear more male, because when you are not taking hormones the image is all you got.

I'm not sure about packing/not packing with them, but they bunch up a lot more if you wear them too low down (which they want to do when worn on a body with large waist-hip disparity). I've never noticed an issue myself as my pants are either altered or worn with suspenders.
