Strengthwise, I dunno.
But I usually use either a padlock, an oval shaped screw link, or a carabiner, depending on how I use the restraints.

Caribiners work, as do going to the store and getting clips to attach 2 pieces of chain together

Double ended snaps seem like a good idea to me.

My husband loves to connect them with red satin sometimes, when we want rough restraints carabiners can be really good.
