Both I would say, you can work in some lube into the anus with fingers or you can find a lube shooter too. I use a syringe that is for medicine but there are lube specific ones available.
Main thing is don't skimp on the lube, the anus/rectum does not produce its own and the sphincters act like a squeegee so add as needed. Also, I like silicone lube since it stays better and does not dry out, this will work good for anal sex but not always for toy use depending on the material.

I don't like the shooter idea - but many do. I think it's better to apply lube to all surfaces and reapply as needed. Just remember there can never be too much lube!

Most of the time we use it for our "grand finale", and by that point a good amount of my own juices have worked their way down to my anus, so the outside is fairly lubed up already. Again, this is just going off of personal experience, so it may not be the best choice for you.
