I started after a couple breakage/scares(not fun) The US federal government limits maximum condom width to 57mm( 2.24"), standard condoms are usually 52mm wide for comparison.
Studies have shown the best size based on breakage/slippage is between 80%-90%. <80% the breakage% increases and <90% slippage increases. This means the condom should be selected that has a girth 80%-90% of the penis. Where between 80-90 depends on personal preference/comfort/fee l.
A standard "US" condom(52mm) works best for guys between 115.5mm-130mm(4.6-5.1" ) girth.The (Largest avail. 57mm) are for guys 127mm-142mm(5-5.6") in girths.
For guys that are larger, they have to get condoms shipped from over seas. If they don't they have to deal with the discomfort and increased chance of breakage.From the studies I've found, with a 52mm condom, chance of breakage:
doubled(2x) by 5 1/8" girth
3x by 5.6"
4x (quadrupled) by 6.1"

Yeah, this is a wild goose chase. Hardly any women are weighing in. Plus size is so subjective unless there is a reference.
