I try to stealth scratch. Move my arm in such a way that it rubs the spot and hopefully the friction from that and clothing is enough.

I just fold my hands or arms over my breasts to discreetly scratch. but there are just those sometimes I don't really GAF what anyone may see/think & I do what I need to relief the irritation if it's just too much. sometime ya gotta do what ya gotta do.
