The ones I got are called Blaze Waxxx candles but you can get Japanese ones too.
They are suppose to be lower in temp but they still burnt and marked my skin. I find them still quite hot, but it depends if you like playing with hot things.

I have found them in local adult stores.

Massage candles are designed to melt at a lower temperature so that they can be used in a liquid state and not burn. I have only used the JimmyJane Afterglow candles. They are warm but not so hot that they burn when applied to skin. However, everyone has a different temperature threshold, so be sure to test first.

You can also use natural soy candles. I have one, and as it burns, it turns into an oil (much like a massage candle) and you can use the oil as a moisturizer. It doesn't burn, as long as you keep your fingers away from the flame.

I was just cruising around the site and found that Eden carries these low temp candles. Sensual Hot Wax
They are a step up from massage candles which are just for massage (as in they are gentle - no heat at all)!
These are for people who want the excitement of actual hot wax (without burning ya skin - but ya still need to be careful at first).

As stated above I have seen soy candles and massage candles that do, but also Partylite candles burn at a very low temperature and I haven't burned on the wax from those either, but I am not sure about the sanitary value of them in sex play.

I think all massage candles here on EF are that. But it doesn't mean the flame isn't hot. Just the material below it it not going to cause any trouble. I'm yet to try one of those!

Pretty much all massage candles I've tried are a really soft wax that melts quickly

you can also pour from higher above the body so that the wax has a change to cool as it falls
