Unfortunately short of plastic surgery that will increase the size or volume of your partner's dick. All a cock ring is meant to do is restrict the blood flow leaving the penis so to help maintain the erection. Vibrating or not makes little difference on this effect, though vibrations can feel pleasurable to the man and cause him to be more aroused.

As far as a Ball strap goes, I don't believe it makes any difference other than to hold the ring in place on your partner's penis. A cock ring wont make your partners penis bigger but it will make it stiffer and he will most likely last longer than without one,try picking up some rings that can be used at the base and see if he prefers that you should get something that is stretchy and can be taken off quickly if needed too and he shouldn't wear one for more than 30 mins at a time.
