Functionality. I have 3 masturbators, a blow job imitator, a butt and a pussy. I think variety is more important. Why have the same type without having all the different possible types of toys?

All of the above, for sure. I usually start from wanting a product for a specific purpose (functionality) and then I think about material, size, quality (which for me usually comes down to brands I know I can trust) and price.

One very important thing not mentioned: reviews! Eden has the best review program I've seen and I've seldom been disappointed after buying a highly-rated product on here.

I usually choose based on function and price but function is more important to me.

Functionality definitely and material. I will pay more than I should if it appeals to me in these two areas alone. I've done this with the Jopen Intensity, at the time my Kegals were in poor shape and really needed some immediate revitalizing. It not only helped my kegals but provided great clitoral stimulation not to mention I could size the dildo end to my fit. Now however I'm more into silicone so if I see a silicone toy with the functionality I'm looking for, to me it's well worth the price. I hate to say Jopen again but it was, the Vr6.5 and lets not leave out the Lelo Tiani 2.

I look at the cost before all else. A toy can be perfect for me but if I simply could never do the price there's no sense in getting eager for it. Fuctionality and safety of the material come second, then the size, then I read reviews.

first i pick what i want it to do. then i read into the reviews, how many people have reviewed them, etc. to determine how durable it is.

This isn't how I consider what to buy, but I realized that I think about all of these things in making my choice. I think Taoromino's advice is great for new toy buyers - it outlines what people should be looking at and thinking about and points people in good directions.

For people who look at toys all of the time and read a lot of reviews, though, the process is probably different. I am guessing that sophisticated shoppers are more likely to be looking at innovation that outperforms what they already have or does something different - or just what gets great reviews, has safe materials, and looks cool, if you are a collector.
