The goal would be both - a high-quality silicone dildo with a high-quality well-fitting harness.

If I could have only one AND I knew that I liked and would continue having strapon sex I'd go with the harness first, because a bad harness can ruin the experience, whereas a cheap dildo can always be covered by a condom. I'd upgrade the dildo as soon as possible, though.

I think I agree with ScottA. Perhaps start with a glass, harness compatible dildo, since they are cheap (you can find one for $30 easily) and very safe. You just will have to go slowly with it. Then you can save up for something silicone that you can use during rougher play.

I'd say start with silicone. They flex so alignment isn't such a big deal.

High quality harness is a must.
