Although I can't rule it out - I doubt it. Cialis helps me delay orgasm, so its clear to me that chemicals can impact performance. Everyone on SSRIs can attest to that as well. So the question would what chemical (or combination) in Red Bull has this effect?
If it were caffeine - you'd expect to hear that coffee has this effect - and I've never heard that. The other major ingredient is Taurine. Reported effects of Taurine are; reduces anxiety, helps reduce blood sugar, enhances muscle performance, can reduce blood pressure.
The other 'active' compound is glucuronolactone which reportedly assists with detoxification (what ever that is).
Add to this the B-vitamins and sugar - you have Red Bull. I have no idea how this combination can cause problems with orgasm or ejaculation - but....?

That's absurd. I've done it plenty of times. Caffeine can affect sperm motility, but prevent cumming? I don't think so.
