It can be used while you are flaccid or firm. It stretches quite a bit and I had no problem getting it over the shaft and balls while erect. It is easier to get on when you a soft.

I have tried this over the shaft and balls together as well as the shaft only. I expected a cock ring to be tighter on my genitals but this stretches with you and at no time did I feel it was constrictive. I started to wonder what the disclaimers about leaving it on over 30 minutes were necessary. To me it doesn't feel like this ring would have a "timeframe" for removal.

As far as how it feels, I liked the feeling when I put one on while soft and the pressure it gave as I got harder. It's is a slight pressure but by no means tight.
