I'm not sure and I am home alone this morning. If I remember I will ask and get back to you. I did copy some directions I found at the gear essential web site.
To fit properly, a cockring should be loose enough to get on and off easily, but a bit snug to work its magic once the blood starts pumping.
To measure yourself for a cockring, take a string and slip it behind your balls and tug it up around the top of your penis (where it meets your body). Mark the string on both sides where it comes together at snugness thats comfortable for you. Remove the string and measure between the marks. This measurement will give you your circumference, now take your circumference measurement and divide by pi (3.14). This measurement will give you your diameter or ring size.
Conversion Table
Circumference
Diameter (ring size)
5.5" = 1 3/4"
5.89" = 1 7/8"
6.28" = 2"
6.67" = 2 1/8"

I'm not 100%, but I believe you measure when you are flacid. It makes more sense to me, but I am also a girl so what do I know about cock rings? lol.

if you measure flaccid the ring is certain to be too tight when erect. when fully erect measure around the scrotum and shaft - use a fabric tape or piece of string. use a *bit* of tension to gauge the size. you want it to be snug when its on. btw, they go on when you are completely flaccid. My review of the master ring (Link) has a description of use and a link to the gearmaster page with great info!

Erect! Measuring when flaccid will surely make the ring to tight.
Also, measure two or three times over a few days, some days you will be bigger than others. When in doubt go a little big to be safe, this is especially true with metal, stone or glass rings. Those materials will require cutting to get them off, cutting off a stainless ring will not be fun and require special tools. Can you say ER?

I measured my hubby while he was erect to get an accurate measurement. Definitely don't want it too snug.
