A penis pump is a cylinder that is fitted over the penis, with a manual or motorized pump to create suction. As the apparatus creates a partial vacuum around the penis, blood is drawn into the penis, helping it to become engorged. As vacuum increases, the difference between the inner blood-pressure and the pump pressure increases as well; excessive pressure causes vascular damage rather than a harder penis.

Penis pumps, usually described in this context as vacuum pumps, have use in conventional treatment of impotence. The pump itself is essentially as described above, although often made to higher standards of quality with a much higher price, and arrangements for distribution by suppliers of medical equipment

A clitoral pump is a sex toy designed for women's pleasure that is applied to the clitoris and/or labia to create suction and increase blood flow to the genitals. This device derives from the male prototype, the penis pump, which appeared in the early 1900s and is intended for sexual enhancement, or the treatment of erectile dysfunction.
A clitoral pump may be used on the clitoris, clitoral hood, labia (both minora and majora), the entire genital area and, in some cases, the nipples. The clitoral pump, like the penis pump, may be used prior to, or during, masturbation for temporary effect. The clitoral pump is not designed to be applied to the vaginal opening nor the inside of the vagina, since it may cause injuries.
The use of a clitoral pump is not only restricted to sexual pleasure purposes. Their use is often recommended by physicians for treating female sexual problems connected with anorgasmia. Improved blood flow to the genitals may be achieved through regular use of the device.

Here's a link to an "instruction manual" on penis pumps sold by EF. I haven't read it but you might want to check it out.

I don't think pumps exist that affect the inside of the vagina. That'd be very, very dangerous.
