I think there are a couple of directions he could go in. Since he is trying to avoid metal, a pure silicone cock ring like the C-Ring from Tantus would work if he can find the size that is right for him.
The other options I am thinking of are with leather rings. Leather doesn't have much give to it and you can find leather straps that are adjustable using different closure techniques (cinch link, snaps link, or velcro link).

Pure silicone rings (like the Tantus C-Ring) do not stretch and really should last a long time because of that fact.

I know it's not really what you mentioned looking for, but those cheaper stretchy rings work a lot better for certain things because of much you can stretch them and because of the tightness. (Tightness within reason of course!)

You're right, Gary, the stretchy rings are very inexpensive which is nice.
I have a feeling that is what he used before and it would tend to loosen. I guess he could keep purchasing them since they don't cost much. A well fit rigid ring will generally provide better enhancement though.
