Doesn't the second rule negate the first?

Nope! If I remember the discussion correctly the first rule applies to the number of votes for each reviews. The second rule means that if two contributors nominate the same review, the first one to nominate a review will the the one that is counted. I believe it is just to ensure that lots of people get nominated. So basically they want you to read this thread to make sure your nomination has not already been nominated. That way, you can use your three nominations on different reviews and give others a chance!
At least, this is my interpretation, if I'm wrong, someone correct me by all means! Also, if I am wrong, so sorry!
I like that there are no names. Of course, you can still find out who wrote them so it doesn't totally take the popularity factor out. It does take away the votes of people who might have just looked at the names and clicked. I'm happy about this.
